Chromalloy Connecticut Facility Receives AOE Certification

Chromalloy recently announced that its Windsor, Conn., engine component repair station has received Approved Organization Exposition (AOE) certification from the Japan Civil Aviation Bureau (JCAB). The AOE certificate allows the Chromalloy turbine repair station to provide component repairs, including Federal Aviation Administration (FAA) approved Designated Engineering Representative (DER) repairs for the country’s airlines – All Nippon Airways (ANA) and Japan Airlines (JAL). “This is the fourth JCAB certificate Chromalloy has received, which is unparalleled in the component repair industry,” said Bruce Johnson, vice president, engineering. “We have received JCAB approval of our repair stations at Arizona, Nevada, San Antonio and, now, Connecticut. Work is also under way to achieve similar JCAB approvals of other facilities.”The certificates were issued in accordance with the 2009 Japan Bilateral Aviation Safety Agreement (BASA) that authorizes Federal Aviation Administration Designated Engineering Representative approved repairs as part of the agreement. They were awarded following rigorous audits by JCAB and determination of operational capabilities to provide repair services on various components in turbine engines powering Japanese commercial aircraft. “Chromalloy is the first service provider of aircraft engine component repairs to receive the certificates since the 2009 U.S –Japan Bilateral Aviation Safety Agreement (BASA) took effect to recognize Federal Aviation Administration (FAA) Designated Engineering Representative (DER) approved repairs,” Johnson said. JCAB approval of the facilities allows Japanese airlines to use Chromalloy DER approved repairs without the company having to apply to JCAB for individual technical approvals of each new repair.Designated Engineering Representative or DER is a FAA delegation allowing individuals with authorization to approve certain repairs and alterations on behalf of the FAA, using submitted technical data. DER experts ensure the proper evaluation of technical data, certify compliance with FAA guidelines and regulations, and perform compliance tests and inspections. BASA allows for reciprocal safety certification of aircraft and aviation products, including the DER-approved repairs Chromalloy provides on turbine engine components. Chromalloy also holds repair approval certificates from the European Aviation Safety Agency (EASA), Civil Aviation Administration of China (CAAC), Directorate General Civil Aviation (DGCA) Indonesia, Department of Civil Aviation (DCA) Thailand, and other national aviation agencies.
